Each of these workflows previously required digging through statutes, bulletins, and internal templates that often disagreed with one another.
Why Now
Claim letters have become a flashpoint for compliance and bad-faith exposure. The NAIC’s December 2023 model bulletin on insurer use of artificial intelligence has been adopted in some form by a majority of U.S. states, and regulators are increasingly focused on whether automated or AI-assisted claims decisions can be clearly explained to the people on the other side of the claim. Catastrophe volume is compounding the pressure: the California Department of Insurance’s Smoke Claims and Remediation Task Force Report, released in March 2026, documented more than 40,000 insurance claims from the January 2025 Eaton and Palisades fires, including more than 13,000 involving standing homes with smoke damage, with insurers paying more than $22 billion toward those claims to date. The state separately issued Bulletin 2025-7 directing carriers to fully investigate smoke claims rather than summarily denying them.
