Apex Star and Stand prepare Florida takeout homeowners programs

Two new players are entering Florida’s homeowners insurance market through the Citizens Takeout initiative: Apex Star Insurance Exchange, part of StarLight Insurance Group , and Stand Insurance Solutions .

Apex Star Insurance Exchange plans to assume Citizens policies starting December 1, 2025. The program will use ISO-approved homeowners and dwelling forms, along with company-specific endorsements. Apex Star is underwritten by Apex Star Reciprocal Exchange or Star Vantage Reciprocal Insurance Exchange and administered by Tampa-based StarLight Management Group LLC.

Stand, backed by $30 million in Series A funding from Convective Capital, Equal Ventures, and Lowercarbon Capital, plans to assume Citizens policies  starting December 16, 2025.
