Wolters Kluwer to acquire Libra

Wolters Kluwer Legal & Regulatory is buying Berlin-based Libra Technology for up to €90 million (€30 million upfront, the rest tied to performance). Libra offers an AI assistant for legal research, drafting, review, and analytics.

Wolters Kluwer will combine Libra’s platform with its own AI-powered legal content to deliver a more integrated research and document-analysis tool. Libra, founded in 2023 with about 15 employees, will join Wolters Kluwer once the deal closes in November 2025.
