Struggling but strategizing

Oscar health insurer, the one that offers plans to individuals living in parts of New York, New Jersey, California and Texas, is making plans. First, it plans to start selling health insurance to small businesses even though it doesn’t believe that’s the future. Second, it’s laying the groundwork to start a health center in NY, where its members can see primary-care doctors. Recall: the company recently filed requests to raise rates by a weighted average of ~20% for 2017. Regulators will make a decision in August. Bottom Line: seeking new revenue sources.
