Expect casualties when building the airplane while flying it

Blue Cross and Blue Shield of North Carolina COO Alan Hughes has resigned following an IT fiasco, which triggered an investigation by the NC Department of Insurance. Back up: since the beginning of the year, BCBSNC customers have faced problems with over billing, inability to verify effective coverage and lack of a way to pay premiums due to company system errors. The Department of Insurance has reported 11,162 customer calls as of April 1, including 2,346 complaints against the insurer.
