TrustLayer to Acquire PolicyReview, Expanding Leadership in AI-Powered Third-Party Risk Management

Acquisition signals continued momentum and investment as TrustLayer expands its position across insurance, AI and third-party risk

SAN FRANCISCO, 09/29/2026 — TrustLayer, a leader in AI-powered third-party risk management, today announced that it has entered into an agreement to acquire PolicyReview, an AI-native commercial insurance policy analysis company. Terms of the transaction were not disclosed.

The acquisition is the latest sign of momentum for TrustLayer as the company continues to expand its position in third-party risk management. With a network of more than 517,000 companies, backing from leading venture investors and more than 20 of the top 100 U.S. insurance brokers, TrustLayer has built one of the insurance industry’s most established platforms for managing third-party insurance and compliance risk.

Now, the company is investing from that position of strength.

TrustLayer helps businesses collect, verify and manage insurance, licenses and other compliance documentation across their third-party networks. The platform replaces traditionally manual workflows with automation and AI, helping risk teams move beyond document collection toward a more complete understanding of the organizations they do business with.

The acquisition of PolicyReview extends that strategy into an adjacent area of insurance intelligence.

Commercial insurance policies can run 50 to 200 pages, with coverage shaped by exclusions, endorsements and conditions that often do not appear on a certificate of insurance. PolicyReview uses AI to analyze those documents in under three minutes and produce a plain-language report covering areas including coverages, limits, exclusions, endorsements and potential gaps, with findings sourced directly back to the policy.

TrustLayer and PolicyReview began working together earlier this year through a partnership that made PolicyReview available to TrustLayer customers. The relationship allowed TrustLayer to evaluate the technology, the market opportunity and the team firsthand before moving to acquire the company.

“A certificate tells you a policy exists. The policy tells you what that insurance actually means,” said Fohr. “We’ve always believed the future of this category is bigger than collecting certificates and chasing documents. The companies that win will help businesses understand risk, not simply administer it. That is the company we’re building.”

For PolicyReview, the acquisition brings the company into a larger platform with an established customer base, insurance network and presence in third-party risk management.

The acquisition comes as AI continues to reshape traditionally manual insurance and risk management processes. TrustLayer has increasingly invested in applying AI across its platform while building the data, network and infrastructure required to support a broader approach to third-party risk.

For TrustLayer, the transaction is both an expansion of that strategy and a signal of what comes next.

“We’re not interested in standing still,” said Fohr. “There is a much larger opportunity in front of TrustLayer, and we intend to go after it.”
